2015 Master and Ph.D Programs in Chinese University of Hong Kong
The Chinese University of Hong Kong has the biggest graduate program in philosophy in Hong Kong. Its faculty has the roughly equal strength in Chinese philosophy (5 faculty members), analytic philosophy (4 faculty members), and Continental Europe philosophy (5 faculty members). Please read on for more details!
Its graduate program is divided into the Master degree program and the Ph.D. program. Applicants for the Ph.D. program must have completed their master degrees in philosophy by the time they enter the program. For both programs, it provides full scholarship at a monthly stipend of HK$14,350 (the exchange rate is roughly HK$7.8 to US$1) for 12 months each year in the normative period, which is two years for Master degree program and three years for Ph.D. program. The application deadline is January 21, 2015.
In addition, there is a more competitive fellowship program from Hong Kong government for Ph.D. students, with a monthly stipend of HK$20,000 for 12 months for each of the three years. The application deadline for this fellowship is December 1, 2014. Those applicants who are not nominated for the fellowships will be automatically re-considered for the normal program, together with those applicants who send in their applications by the January 2015 deadline.

Notice that in Hong Kong, there are two types of master degrees: MA (Taught Postgraduate) and MPhil (Research Postgraduate). I think only MPHil students can get the stipend.
Thanks Benedict — I changed the title to reflect this.
In addition, the competitive fellowship for the Ph.D. program (with an earlier application deadline) also offers conference travel allowance of HK$10,000 per year for the awardees for a maximum period of three years.
